Upon hearing your description I had an immediate suspicion that the shut off and supply are just like the one pictured below.
If they are you will want to replace the whole valve and the hose.
If you have others in the house I would consider getting rid of the others as well.
Sometimes they come off by twisting and other times you have to remove the pieces after going Rambo on them...
