The draft out the flue is one concern as you have checked with the match it seems to be okay there. However, with FVIR water heaters there is an additional area of concern because there is a flame arrestor that is similar to a screen which can become clogged with dust and lint. If the draft through the flame arrestor is the problem then the plumbers concerns are possibly valid. If you want you could call a different plumber for a second opinion.

		<description>Just had a plumber in and my hot water heater was not staying lit. He replaced the little line going into the burner. That fixed the pilot light to stay lit. Now it seems that the heat shield is getting too hot. I told the plumber after he came back with the bill and He said that its not venting. He told me that I need a new one and would not run this one at all.  I put a match to the vent and blew it out and the smoke went out the fleu.  So once again a consumer left in the hands of the plumber.  He wants 1350 to install a new 40gal heater?
Any help would be great..thanks</description>
