Just the other day I was talking to another plumber that had this happen with all the circuit breakers in the house turned off and he asked me how that could happen. In that case the bad neutral connection would have been on the pole probably a transformer problem and the load imbalance was from other houses sharing the transformer. The pipe he was cutting just happened to be the best ground out of all the houses. Thanks Mark,
