Yes, the water only flows through the Fluidmaster Flush N Sparkle when the toilet tank is refilling so the cleaners are distributed out of the cleaner cartridge during that time.

I saw a working video on a website, 
it showed that inlet water goes in fluidmaster &quot;flush n sparkle&quot; when the float goes down, 
water inlet will be on for at least 1-2 min to fill whole tank, 
so does the surfactants,cleaning agents are dispensed for all those 2 min?
if not then how come does it stop in between ?</description>
